Applying in person at the office is required. Online or mail-in service is NOT accepted.

A Japanese Police Certificate is issued only for specific purpose(s) that the National Police Agency (NPA) has acknowledged such as:
- Application for permanent residency or citizenship in Canada
- Access to restricted areas in Canadian airports
- Communicating or working with children in B.C.
- Employment by the Canadian Federal Government.

- Fingerprint form (Ink type, provided by the Consulate only)
- A reference letter from the relevant authority that is requesting your police certificate
- Proxy letter if someone is picking up on your behalf.
1. You must obtain a fingerprint sheet in advance which is specifically designated for NPA use. The fingerprint sheet and the Police Certificate Application Form are available at the Consulate. The Police Certificate Application Form can also be downloaded here. If you wish to request these forms by mail, please send us with your request-memo (your full name, phone number, email address and application reason) and a letter sized return envelope with the applicable postage.
2. Next, go to a fingerprint collection service or the Canadian police station that has jurisdiction over your place of residence and have your fingerprints taken on a fingerprint form (required documents and fees vary depending on the service and police station, so please check in advance).
3. Finally, the applicant must submit the required documents listed above to the Consulate in person at the scheduled date and time (submissions by proxy or by mail are not accepted). Please note that you need to make a new appointment if you are unable to submit all the required documents including fingerprint form with ink at that appointment time.
4. When the Certificate arrives in approximately 2-3 months, we will send you a notice. Please note that the timing of arrival of the certificate will depend on the issuance status of the Japanese National Police Agency, so please refrain from contacting us to inquire about the status of your certificate.
Reference Information:
○ The certificate can only be received by the applicant himself/herself or proxy (however, proxy letter must be submitted at the time of application).
○ If you wish to receive the certificate by mail, please inform and submit Xpresspost envelope (smallest size sold at Canada Post) at the time of application.
○ Police certificates are issued free of charge.
○ Police certificates are issued by the Japanese police to the requesting Canadian agency and cannot be opened by the applicant. Please note that if you do not submit the certificate, please return it to the Consulate unopened. The certificate is written in Japanese, English, French, Spanish, and German.
○ Police certificates are generally issued once for the same purpose, such as when applying for Canadian permanent residency. However, if the Canadian authorities request a reissue, you may reapply with the resubmission request document by the authorities.
